There are only four places that really cater to Westerners.
Preecha Seafood--located about midway on the loop from the redlight. (The loop starts at the red light in Ban Amphur and ends when it re-intersects Sukhumvit at the 7-11) It must seat 400, but I have had only good experiences there. Have gone with a buddy with his Thai wife and daughter and let them order. Prices are reasonable and it is a lot of fun to select tonight's dinner from the acquarium.
Malabar Seafood--located a little past Preecha on the beachside. Quiet, good food, great atmosphere, prices a little higher than Preecha, but worth it. Great place for a table on the beach and watch the fishing boats.
The third is located at the beach park at the windmill. Service is variable, great place for a sunset drink, however.
Last is Rimpa Lapin, located toward the beach at Sukhumvit km 160.0. Spectacular location and view, obviously more expensive, service is getting better as staff becomes more trained.
there are two others that look like they are making the attempt. One is a small one with some words in English on a blackboard on the loop. It is located towards the south end of the loop just past the bridge. Another is located across from Krisda Condotel. Will put up a report on both in the next couple of weeks.
