Bryan, I have been dealing with the same issue. I don't like the gyms here as they are sweaty and rarely up to my standards. I have also spent a couple years to rehab from a motorcycle wreck. There has been some talk of a new gym in Ban Chang but it seems its not up to standard either from what I have read but I've never been there.
So here goes, depending on how good a shape you are in now and what your goals are. You can get started today getting where you want to be. The easiest way is good old fashioned pullups, if you need to cheat you can with a chair or footstool. Pull up bars are easy to make and about any little welding shop can fix you up. If you have the landlords permission you can get concrete post of varying lengths and install them with round pipe on top giving you multiple exercises and all for cheep.
One of my favorites is hanging a big piece of rope from above my head and pulling on it. There should be plenty of this kind of rope around the boat shops in throughout Chonburi. If you want you can get fancy and hang it off a big swivel.
You can also get a heavy bag and wrap up your hands and punch it. This will wear you out quick and its easy and cheep. Bonus, If you move its easy to move. I have some videos on using the heavy bag you can look at if you want and I know people who make and sell boxing gear in Thailand if you want top quality gear.
The best thing you can do is find a safe place to walk and spend a few hours everyday walking. For a year I could not walk as I wanted to from pain and from complications of a knee injury. Only recently did I start walking everyday and I feel so much better, mostly I feel reinvigorated after suffering from Expat burn out in Thailand. I'm looking for a treadmill now so I can walk in my office a couple times a day but it will not replace my outdoor walking. You don't know how great walking is till your laying in a hospital bed wondering if your going to lose a leg.
Another simple thing I did was get a cheep basketball and fill it with sand for a medicine ball, its great. I also have some sledge hammers I use instead of traditional weight training. If your interested in getting involved in this kind of "Non Gym" PT I can help you with some ideas.

Bryan, If you want to build some gym here, I have some land for you to do that but do you think are there enough foreigners customers to support the business ?? I'm not quite sure that Thai people will visit the place.
